Wedding photographer help!

We hired a photographer for our wedding, day went smoothish. We didn’t see the drone we paid for.
Since then we haven’t heard from him at all. He won’t reply.

It’s been nearly a year .

Is it likely our photos and videos are completely gone?

Why would he want to keep them? We paid him in full already.
