How do I get a smooth shave?

Hi, I’m 18 F and I just started shaving all over. I use an electric bikini razor, which gets basically all the hair up, but there are still dark little tiny hairs.. growing up no one taught me how to take care of my personal hygiene like that so any tips would be greatly appreciated! I’m not sure if this is normal but it feels like it’s kind of dark and brown, but I see people with really smooth bright bikini lines? Again, any tips would be appreciated!
