Navigating PhD Opportunities in Physical Oceanography: Advice for International Applicants

I'm a physical oceanography post graduate from India, currently unemployed. I graduated during the month of May and have since applied for various positions. I have already attended a number of interviews but haven't received any offers yet. My dream is to pursue a PhD abroad, but I have limited knowledge on how and where to apply. Any advice regarding this?
